Parliamentary Inquiry Corona

June 11, 2026

Prof. Marion Koopmans, Scientific Director of the Pandemic & Disaster Preparedness Center (PDPC), was the first witness to be heard by the Parliamentary Inquiry Committee on Corona.

As Professor of Virology, member of the Outbreak Management Team (OMT), and an international expert, she played an important advisory role during the pandemic. During her hearing, she reflected on the uncertain first months of the pandemic and emphasised that much was still unknown at the time about the severity, transmissibility and spread of the virus. Koopmans noted that this is characteristic of new outbreaks: scientists initially have limited information available and must conduct research under considerable time pressure.

An important theme during Koopmans’ hearing was pandemic preparedness. Koopmans stated that the Netherlands was insufficiently prepared for a pandemic of this scale. When a new virus emerges, there must be immediate capacity and flexibility for research. In the early stages of an outbreak, researchers should be able to start their work straight away rather than having to focus on lengthy funding applications.

Another important topic was the position of scientists during the crisis. Koopmans spoke about the significant societal pressure that she and other experts experienced. During and after the pandemic, she received numerous threats, accusations and acts of intimidation. She warned that misinformation and personal attacks can undermine trust in science and reduce experts’ willingness to speak publicly during crises.

It was also highlighted that new outbreaks are unfortunately inevitable, and the Netherlands must invest structurally in knowledge, research, international collaboration and preparedness. We cannot afford an ad hoc approach; instead, we must develop a long-term vision for pandemic preparedness, both nationally and internationally.
